First ! Go in Financial District and look on MAP (press M) after Suji.You find it ? well double click on Suji and press Pledge to Suji.

Now you are pledged to Suji is correct ?? now play the game...and you will see in left side of your screen a icon with suji and level, ok now let`s say you have done with Suji (Level 10) now is need to Pledge to Strega Bloodrose (do the same like Suji).

Ok after Strega Bloodrose you will unlock Lilith BloodRose in Waterfront District , then after you will make level 10 with lilith will unlock Seung Bloodrose, now This Guy is your target because at level 2 will unlock this car from image Charge Mikro Ronin
