By default, you need to buy some clothes to see Governor, but if you want to spare some money i will tell you and show you in video gameplay from bottom where to go to get a shirt for free. So you need to go straight ahead from harbor and after couple steps you need to go left to near house and there is a chest , and guess what ? is a dirty shit inside. Take the shirt , press I and then equip it and now you can meet the governor .
