Well you need to make this quest, if you want to leave antigua with captain Slayne to show you where is the Titan Knife hidden.

So what to do? First go to Eddie, who is fishing in his hut and talk to him and he'll tell you about his friend Duncan who remained in the cave and that might be already dead. Say that you help him, go in the cave and kill hobgoblinul, and come back to Eddie that will violate the embargo and give you fresh fish.

And so you've met one of the requirements Slayne captain.
